ESS Job in Retrying Status when called from a webservice or SOAP UI

ESS Job is stuck in Retrying Status when submitted through a webservice ‘submitESSJobRequest‘ this is because the user used for submitting the webservice is not having ‘IT Security Manager‘ role.
